InnovateNL is the Government of Newfoundland and Labrador's single-window delivery system for provincial innovation programs. Rather than navigating multiple departments independently, NL entrepreneurs, SMEs, researchers, and non-profits approach InnovateNL as the first point of contact. The flagship Innovation and Business Development Fund (IBDF) is the largest provincial innovation fund in Atlantic Canada by committed capital.

What it covers

Inside the IBDF, eligible activities include energy technology development and deployment, clean-energy transition projects, offshore and onshore energy supply chain innovation, technology commercialization in the energy services sector, and business development tied to NL's strategic economic priorities. For digital transformation work specifically, technology consulting and implementation, software development and integration, automation and workflow digitization, data infrastructure and analytics, and AI tools and platforms are all in scope when tied to those priorities.

Funding details

The IBDF is an $80 million fund over 10 years, with an additional $20 million added in Budget 2025, bringing total committed funding to $100 million. Contributions cover up to 50 percent of eligible project costs and are non-repayable. There is no fixed maximum stated per project; scope and budget determine the amount. Applications are accepted year-round with no fixed deadline. Beyond the IBDF, InnovateNL administers startup and early-stage commercialization programs, R&D support that links NL businesses to Memorial University and College of the North Atlantic, regional development agency programs delivered through Community Business Development Corporations (CBDCs), and export development support.

How to apply

InnovateNL operates as a coordinated intake system. Contact InnovateNL first to discuss your project and determine program fit, then submit an initial inquiry or letter of intent (most programs stage applications), develop a full project proposal with defined scope, budget, timeline, and outcomes, and submit through the appropriate portal. Some programs route through gov.nl.ca/jgrd; others route through CBDCs. If you are located outside St. John's, your nearest CBDC is often the best starting point because CBDCs provide program navigation, application support, some direct lending and grant delivery, and business development advisory services.
